Same issuse.. but i solved the problem (hardware amd fx 8370, 16gb ram, 2x 7970 ghz that´s not the problem) The trouble is the AMD Gaming Envolved app and the Logitech Gaming Software (G510) in combination. When i close the Logitech software sometimes Far Cry 4 runs great, otherwise when i close the AMD Gaming Envolved app sometimes it runs too.

If you are using Windows 8, start-up programs can be disabled through the task manager. Press CTRL + ALT + DELETE to go the task manager and go to the start-up tab. then reboot and try the game again. you can then go back and re enable those by going back in task manger. if its still not working.
So I know this wont work for everyone but I finally figured out why I could not use my XBOX One controller on my PC version of Far Cry 4. It turns out that my ROCCAT Tyon mouse software treats part of the mouse controls as a game controller. Once I unplugged my mouse the game would recognize the XBOX One controller.
