XnView is the most versatile image viewer for Windows; it says that it can read over 500 image file formats, and convert between more than 70 file formats. So, if the image compatibility is your main requirement then you are in safe hands with XnView. Like other famous image viewers, XnView also has all the basic image editing features.
Image Viewer is amazing as it has remained free while it's been improved with new features. But, it's a image viewer with editing features. I think for a new digital shooter it would be useful as a start, to get feet wet, with basic image enhancement. My experience with Image Viewer has been most as a tool to help organizing my photo files.

It is most likely the program has been corrupted on your computer. Normally Faststone runs perfectly well - and quickly too - if the computer is running at its best. So unless you know how to sort the computer, go and reinstall Faststone and also find out how to check your computer's performance.
